I can't speak for everyone at Microsoft, but the developers I know would probably like to participate more. We have all just been paranoid for a long time about how and where we can participate. Part of my work has just been to prove it's compatible with also working on closed source software and hopefully educating people about how they can participate smartly.

Thanks for the response josh. Are you able to offer any insight into how Open Source is currently being perceived by internal Microsoft developers?

I always wonder why no one ever asks me that. In truth I work for the Visual Studio Community team. We have 2 primary goals. #1 Community integration into visual studio. (Community help content, snippets, samples, IM Integration, etc) and #2 driving teams internally to participate in the developer community effectivly.
I've done a lot of work with the "external" evangelist team and I would describe myself as an "internal community evengelist" pushing people to the external world from thier offices. :-) Hence the quoted subtitle.
